attached draft could be inserted in the agreement for leasing the site in question to the United States Government. I would however be reluctant to insert such a clause if there is no prospect of permitting freehold tenure, as to do so would lay this government open to a charge of bad faith.

In connection with the United States Consul General's request for an indication of the cost of converting leasehold on the proposed site to fee simple, I enclose a memorandum by the Valuation and Resumption Officer setting out a suggested method of calculation and suggested costs at 10 year intervals. As this is a new departure in the calculation of charges for land, I shall be grateful for your advice as to its suitability in the event of freehold being permitted.

An early intimation of your views on the problems raised in this despatch would be appreciated as the United States Government is anxious to know the answers to their questions as soon as possible, in order that agreement may be reached.
